There is no single US rulebook for inspections. The EPA publishes mold guidance but no federal mold limits, commercial due diligence follows the voluntary ASTM E2018 guide, HUD's NSPIRE standards apply to covered public and assisted housing, and each state decides who needs a license to inspect homes or assess mold. The right app depends on which of those your work sits under.
Climate drives most moisture findings. Humid Gulf and Southeastern summers push condensation onto air-conditioned surfaces and into crawl spaces; cold Northeastern and Midwestern winters bring attic condensation, ice dams and wet basements; and storms and plumbing failures leave water damage that the EPA says should be dried within 24 to 48 hours to prevent mold growth.

Mold inspectors, moisture assessors and restoration contractors

The EPA says sampling is usually unnecessary where mold is visible, and that with no federal limits for mold or mold spores, a sample cannot show compliance with a federal standard. That puts the weight of a mold report on the moisture source: where the water comes from, how wet the materials are and why surfaces are condensing. Each reading stays with its location and photo, so your conclusion rests on what you measured.
Licensing is a state matter. Texas and New York, for example, license mold assessment and remediation, and New York bars the same person from assessing and remediating the same property. Check your state before you take the job.

In the Gulf and Southeast, warm, humid air meets surfaces cooled by air conditioning, ductwork and crawl space floors. Record outdoor and indoor humidity, surface temperatures and the dew point so condensation is shown, not assumed.
Warm air leaking into cold attics frosts the roof deck and feeds ice dams at the eaves. Photograph the attic, the bypasses you can see and any staining below, and note snow cover that limited the exterior inspection.
