Move-in checklist to move-out inspection
The comparison is normally made between a move-in condition checklist the tenant signed and a move-out inspection. Capturing the tenant’s acknowledgement at move-in, alongside the photographs, is the step most often missing when a deduction is later challenged.
Because the deadline for the itemised statement is short and statutory, a record that produces that itemisation directly from the inspection is worth more than one needing re-keying. Every deduction should trace to a named item in a named room.
State variation as an operating constraint
Deposit caps, permitted deductions, interest obligations and the deadline for the itemised statement all vary by jurisdiction, and some cities add their own rules on top. Recording the governing state on the tenancy, and driving the template from it, removes a recurring source of error.
Habitability standards likewise sit in state and local codes rather than a national one. What counts as a reportable condition in one market may be routine maintenance in another, which changes what a periodic visit should capture.
Mold, moisture and the absence of federal limits
The EPA publishes mold guidance and there are no federal exposure limits, while a number of states have their own disclosure or remediation requirements. Findings are therefore recorded as observed conditions, moisture source and extent rather than as a threshold judgement.
For a property manager the practical value is a dated sequence: when the moisture was first observed, what was done about it, and what the condition looked like afterwards. That sequence is what answers a habitability complaint.
