Two things shape most New Zealand reports. The first is water: a wet, windy maritime climate, and the leaky homes, built from the mid-1990s onwards in ways that did not keep the weather out or comply with the Building Code. The second is the rental baseline: since 1 July 2025 every private rental must meet the Healthy Homes Standards for heating, insulation, ventilation, moisture ingress and drainage, and draught stopping.

Pre-purchase inspection is not a regulated industry in New Zealand, as the government's Settled home-buying guide points out, so the standard an inspector works to and the limits they state give the report its weight.

Two of the five Healthy Homes Standards sit squarely in damp territory.   1. Monolithic cladding and the leaky-homes era

    Consumer Protection notes that plaster-style monolithic cladding was used from the 1980s to the mid-2000s and that many leaky homes have it. A clean exterior tells you little, so record junctions, flashings, deck and balcony details and cladding clearances, and recommend invasive testing where risk indicators stack up.

  2. Weatherside and asbestos in older materials

    The same guidance flags Weatherside, a weatherboard known to leak that may be on houses built in the early 1980s, and asbestos, used widely from the mid-1940s to the mid-1980s. Call suspect materials suspect and name the test that would confirm them.

  3. Cold rooms and winter condensation

    Intermittent heating, washing dried indoors and bathrooms without working extraction produce the familiar winter mould on cold external walls, window reveals and behind furniture. Record the heating, fans and readings so the advice fits the cause.

  4. Enclosed subfloors and ground moisture

    The Healthy Homes moisture standard requires a ground moisture barrier under an enclosed subfloor. Where access is safe, photograph the barrier's coverage and condition; where it is not, say so rather than assume either way.
