New Zealand property management carries a compliance obligation most markets do not: the Healthy Homes Standards set specific, testable measures for private rentals.
Five standards, each with its own test
Heating, insulation, ventilation, moisture ingress and drainage, and draught stopping each carry their own test of adequacy under the standards made pursuant to the Residential Tenancies Act 1986. The compliance record is therefore a set of measured findings held against the property, not a single verdict.
Because the tests are specific, the useful record includes the measurement and its basis: the heating capacity calculated for the main living room, where insulation was observed and in what condition, and whether extract fans discharge outside.
Compliance and condition captured in one visit
The tenancy condition record and the standing compliance position can be captured together. A periodic visit can confirm extract fans present and vented outside, insulation still in place and undisturbed, and the ground moisture barrier and drainage intact, alongside the condition comparison.
Doing both in one attendance reduces visits and keeps the dates aligned. When a dispute or a compliance question later arises, the same dated record answers both.
Weathertightness in a managed portfolio
Building Code clause E2 covers external moisture and E3 internal moisture, and the weathertightness era of the 1990s and 2000s left monolithic cladding and junction detailing that still needs monitoring. An agent’s record is the early-warning system for it.
Recording moisture observations with location and date, rather than as a general note, is what lets a pattern be recognised across successive visits. A single annual comment rarely shows a slow failure developing.

- Scope the report against NZS 4306:2005 for residential property inspections.
