One element list at both ends of the tenancy

An adjudicator rarely revisits the property and works only from what was submitted. A check-out is readable against its check-in only when both use the same element list, the same room order and the same rating vocabulary.

Starting the check-out from the check-in record, rather than from a blank form, is what makes the comparison possible. Change is captured against the original entry, so the line between fair wear and tear and damage is visible rather than argued from memory.

The compliance layer that rides alongside

Gas and electrical safety records, smoke and carbon monoxide alarm checks and periodic visit notes belong in the same dated property record as the inventory. Keeping them together means the evidence for a dispute and the evidence for compliance are one file rather than two.

The Renters' Rights Act 2025 creates powers for a future private-rented-sector Decent Homes Standard, but its detailed requirements and commencement remain subject to implementation. Dated observations are already useful evidence of what was reported or seen and when.

Notification dates and why agents record them

In English social housing, applicable Awaab's Law duties are tied to awareness of a potential hazard, so the date and content of a notification matter alongside the investigation and remedial record. Those statutory timescales do not currently apply to private tenancies.

For an agent, that means holding reported issues alongside observed ones, each with its date. A tenant report captured on the day it arrives carries weight that a timeline reconstructed months later cannot.

Configuration for the UK

  • Use GBP for cost schedules and repair allowances.
  • Use “mould” in condition descriptions, and DD/MM/YYYY for dates.
  • Scope the report against the RICS Home Survey Standard level recorded on the instruction.
  • Use EXIF-derived capture times, with an attachment-time fallback, for photographic evidence.
