The RICS Home Survey Standard 2023 requires surveyors to maintain a clear record of when reports are finalised and delivered to clients. PropertySurvey Pro's sign-off workflow creates a timestamped, tamper-evident delivery record — without additional paperwork.

Why an audit trail matters

Property condition surveys carry professional liability. If a defect is later disputed — whether the client claims the surveyor failed to identify it, or the surveyor needs to demonstrate that a finding was included in the delivered report — the record of what was reported, and when, is critical evidence.

In a paper or email-based workflow, this audit trail depends on email server logs, PDF version histories and client correspondence — none of which are designed for the purpose. A structured digital sign-off process creates a single, unambiguous record: report finalised at [timestamp], delivered to [client email], PDF hash recorded.

RICS Home Survey Standard 2023 context

The RICS Home Survey Standard (HSS) 2023 is the mandatory practice standard for RICS members providing residential survey services in the UK. It covers report format, scope of inspection, risk disclosure and record-keeping requirements. Key record-keeping obligations include:

  • Retaining the survey report and supporting documentation for a minimum of six years after delivery
  • Maintaining records sufficient to demonstrate the scope of inspection and basis for conclusions
  • Recording the date of inspection and date of report delivery separately

The RICS Professional Standards publication Record-keeping (2022) further specifies that records should be contemporaneous, complete, accessible and held securely. Cloud-synchronised, timestamped digital records satisfy all four requirements.

How PropertySurvey Pro's sign-off workflow operates

The sign-off process has three stages:

1. Survey completion check

Before sign-off is available, PropertySurvey Pro checks that all required sections are complete: property header, all rooms or zones inspected, at least one photo per defect finding, and the surveyor declaration reviewed. Incomplete sections are flagged with a count of outstanding items.

2. Surveyor sign-off

The surveyor taps "Mark as complete" on the survey. This records:

  • UTC timestamp of sign-off
  • Surveyor account ID (linked to the account email)
  • App version and device platform
  • SHA-256 hash of the generated PDF

Once signed off, the survey data is locked from editing. If amendments are needed, the surveyor must create a revised version, which is recorded as a separate sign-off event.

3. Client delivery record

When the PDF is exported or emailed to the client, the delivery action is timestamped in the survey record. If the report is sent via the in-app email function, the send event and recipient address are logged.

What "tamper-evident" means in this context

The SHA-256 hash of the PDF is stored in the survey record at the time of sign-off. If the PDF is subsequently modified (even by a single character), the hash of the modified file will not match the stored hash, making any post-delivery modification detectable.

This is not the same as a court-admissible digital signature — see the FAQ below. It is a practical tool for demonstrating that the delivered document has not been altered after the sign-off timestamp.

Cloud sync and six-year retention

Survey records, including the sign-off metadata, are synchronised to Firebase Cloud Firestore using the surveyor's account credentials. Records are stored in the EU (london) region. The retention policy is controlled by the surveyor's account — records are not deleted unless the account is explicitly deleted.

For RICS members requiring six-year retention, the cloud sync ensures records are not lost if a device is replaced, damaged or lost — a practical advantage over local device storage.

It is not a qualified electronic signature in the eIDAS/UK EITSER sense. Surveyors with specific regulatory requirements for qualified signatures should consult their professional body.

Is the sign-off feature available in DampApp Pro?

The dedicated client sign-off workflow is currently available in PropertySurvey Pro. DampApp Pro records survey completion timestamps and exports final PDF reports, but the structured client-facing delivery workflow with acknowledgement tracking is a PropertySurvey Pro feature.

Can I amend a report after sign-off?

Yes. Amendments are handled by creating a revised version of the survey, which has its own sign-off event. The original signed-off version is retained. Both versions are visible in the survey history.
